Power cycle on reboot advanced setting finally released for 6.5!

The advanced setting vmx.reboot.PowerCycle = TRUE was added to 6.0 and 6.7 code bases a few months back to allow a full power cycle to be triggered on OS reboot, but it was missing from 6.5 until yesterday.

This is handy for CPU vulnerability remediation and advanced setting enablement. ESXi will clear the advanced setting once the vm is power cycled.
