You can fill the second uppermost layer with planks then water ontop of it and then remove the planks. To fix water just use kelp from the bottom to the top
Should have added a daylight sensore to automate it closing and opening

I have a suggestion! It might be a little tedious but you might try to put sand around the edge of a small aquifer filled by the dam? Might make a nice park or a scenic area for visitors or townsfolk? Maybe decorate the bottom of the your dams lakes with corral, sea pickles, seaweed?

Fun thing is – original minecraft water physics was made to be able to fill the empty places with water just by connecting them to the existing water. I understand why it was remade, but…maybe there are some mods that made water more realistic?

Yeah, there is no point creating the water source for every layer. You can just make a top layer. On top of a temporary platform (tho I suspect you know it)
