Illegal mining is dangerous to people living at vicinities, government must force mining companies demolish mines if they no longer want to work there they can’t just leave and abandon their buildings they need to close down everything make sure they leave nothing there. Those who want to mine must go and apply for mining certificates and permits and buy proper mining equipment.
Anyway it's the duty of state to ensure every individual is legal in the country.
