Hi every time I get everything set up and attempt to load into the server it says it's offline or unable to connect even though it is fully online

I've now spent almost 18 hours in my server set up this way and I'm finding some thigs very frustrating. I'm a complete noob, but I would assume that features shown in the server should be functional? A lot of the commands do not work or tell me I don't have permission to use them. I've tried everything to be able to put clothing on my character – selling animals to the butcher (works, but gives you no money), going to talk to the different NPC that prompt you to talk to them (does not work), going to the locations that prompt you to start a job (does not work). The clothing in the store costs money, so I'd assume there should be a way to make money as well. The /setmoney command tells me I don't have the perms. The items commands do nothing. In general only very few commands work. But since they show up when typing /, I'm assuming those should be the commands added to the server? I'm a bit frustrated with not knowing which features are supposed to work or not. Can you clarify this?
I have everything setup and I get the opening scene but it won’t load any further why is that?
I want a ready advanced package for REDRP Server. Do you provide such service and of course would pay.

same as @mistermunkie All installed and connected, really happy with that, however the character creation has no clothes, @drbstudios can you make a video showing how to add a basic set of clothes to your start caracter

Set everything up as per the video, I go to join the server and it gives me the options of connecting to the story or to online. Yes I'm launching through the RedM launcher and connecting to localhost. I've tried putting steam in offline mode. I've tried launching the rockstar launcher alongside it. Nothing. I can't connect to it because it can't connect to rockstar's servers and yes I know it's not supposed to. I want to know why it's doing this at all. I've made a basic vanilla server before and I joined just fine.
