I actually don’t see anything wrong with including the feature to enable to AI to say no. This way, you can use the ai as a training tool for people with anxiety and they don’t have to risk getting “me too”ed when he doesn’t ask someone out the right way. The problem i see is that this doesn’t sound like something that can be enabled by choice.
There is no reason to use an AI for social bonding to simulate a real interaction with a human as a man unless it's for the novelty or for generating dialogue for a game.
It's practical use is being an assistant, which hinders its usefulness if it regects your requests.

On the one hand, I can see some value in AI girlfriends being able to say “no.” Give guys a challenge to put some effort into that will give a greater since of achievement and satisfaction when/if they succeed. Maybe even build up some self confidence that perhaps such efforts could still work with a real woman… on the other hand… I can also foresee some very unfortunate “accidents” among guys who see being rejected by AI as the last straw.
