I went through a few hoops and finally got a dedicated server running. Here are my findings!

If there is a problem, you can try editing the config in C:steamcmdsteamappscommonPalServerPalSavedConfigWindowsServerPalWorldSettings.ini

If your computer restarts or steamcmd closes, the server could be in C:steamcmdsteamappscommonPalServer
Run that PalServer.exe from there.
