Few more things you can do to optimize your website:
1. Use plugin offered by your Hosting company or for webserver type, like litespeed offers an amazing free optimization plugin if you are using litespeed based webserver for hosting your wordpress website.
There are many reasons why your page speed score could be low and mostly its beyond your control:
1. Tracking scripts
2. Ads
3. Too fancy design that requires lot of different files to work.
4. Your visitor slow internet. (This could affect real world based data)
5. Testing tool server location could be far from your server etc.
6. Not enough real world data availability.
Now if you over optimize to get good score but lose tracking data and ads revenue, it will not help your business.
