Ask if TEAMS, OUTLOOK or another service has ever been slow or had an outage. For me 9-1-1 emergency system will be the last thing put in the cloud as our primary. Also if going off prem, con sider two sites – else it is still a single point of failure.
For that “why” question at 6:23: I wager even Microsoft wouldn’t “know”. You would really need to ask the original programmers employed by Sybase back in the mid-1980’s.
