To explain Ubel’s power a bit. Magic is all about visualization. They call it visual imagination in the subtitles but the idea is it’s not simply thinking you can it’s believing and visualizing it happening. So she can’t just think she can cut anything and bam her magic can cut anything, she herself needs to both believe the thing could be cut and visualize making it happen. With Burg and his magically fortified cloak and Sense with her magically fortified hair thats exactly what she did. Because of the way she thinks her mind bypasses the magical defenses and just sees them as cloth and hair, things that you should be able to cut and she can visualize being cut. Other mages can’t do that because in their minds the magical defenses are there so obviously you can’t cut those things but again, Ubel’s mind doesn’t have that hang up. I’ve heard people say Ubel could be autistic explaining her thought pattern. Not sure how accurate the description is myself though personally I don’t think the author is trying to go that specific and write her specifically as such, more just generally the fact that her mind functions differently leading to her magic cutting things that look like they could be cut regardless of the complexities of magic infused into them.
Also as mentioned in the episode she isn’t actually overpowered with this as it’s very situational. Her magic is stopped by regular defensive spells since when it’s a magic barrier intended to stop spells her brain interprets that as not something she can cut. Which leads to the weird result where the most powerful magically infused cloak in the land is nothing to her but the basic magic spell that everyone uses for defense can.
