The same code that would prevent equipping hazmats from your hotbar would also:
– prevent equipping scuba tanks or flippers from your hotbar
– prevent swapping a facemask with a heavy helmet (and vice versa) from your hotbar
Because Rust's inventory system is quit simple and using the hotbar to equip/swap gear is the same code that allows drag & drop equip/swap, it's just bound to a button press.

Hazzie baiting will always be a thing until they address the root issue — why should the hazmat suit, something so easy to find, have 30 bullet protection all around? Its purpose should be to allow the player to enter highly irradiated areas, not as a ready-made suit of armor for combat.
