Coinbase already has a tiered based fee structure when trading directly with the order book. The lowest is $0 per month.
Level 2 starts at $1000 per month in trading volume
Level 3 starts at $10000 per month in trading volume
Level 4 starts at $50000 per month in trading volume.

Um I think you need to do more research on btc mining farms and how much noise they make… especially when enclosed in structures
This is all bullcrap like everything else the U.S. government claims. They are getting desperate looking for any chink in Bitcoins armor to slow it down. They aren't complaining about the empty bank office buildings in New York City with lights on 24×7. I just looked up the power requirements of an Antminer S21 (I asked Bard for the latest and greatest mining rig) and that uses 3500 watts. You can get 300 watt solar panels for $100 each, so for for $1500 dollars one time up front cost you can run your miner off solar power forever (during the day) for free. Just locate your mining in a cheap post barn in a sunny, cool, desert area like Reno Nevada. If you are concerned about not being able to mine at night, double your rigs so your daily rewards are the same.
Who cares? Mining is distributed worldwide.
